متن كامل بخشنامه رییس قوه مجریه به كلیه دستگاه‌های اجرایی كشور بدین شرح است:

بخشنامه به كلیه دستگاه های اجرایی كشور

رییس‌محترم مجلس شورای اسلامی به استناد مصوبه عادی ضمن مكاتبه با دستگاه های اجرایی برخی مصوبات مربوط به دولت و مراجع و مقامات دولتی كه بعضاً حتی خارج از صلاحیت مصوبه یاد شده نیز می باشد را مغایر تشخیص داده و لغو می نماید.

به استناد اصل 113 و 121 قانون اساسی و به عنوان وظیفه اعلام می نماید كه علاوه بر ایرادات متعدد به این اقدام و رویه، هیچ یك از اصول قانون اساسی چنین اختیاری را صراحتاً و یا تلویحاً به رییس محترم و حتی مجلس شورای اسلامی اعطا نكرده است.

نظرات رییس محترم مجلس شورای اسلامی محترم است، لیكن درج در روزنامه رسمی مجوز اجرا یا عدم اجرای مصوبات دولت در دستگاه های اجرایی قلمداد نمی گردد.

بنابراین مكاتبات مذكور بر خلاف نص صریح قانون اساسی بوده و فاقد وجاهت حقوقی است و نمی تواند مناط عمل باشد.
